This document investigates rules for setting pctfree in indexes and when the DBA's should consider re-building indexes.
Pctfree in indexes does not behave the same way in Indexes as it does in tables.

In tables it dictates how much space to leave in a block for future updates of records in that block. Once a table block is full up to pctfree no more records are inserted in to that block.
